The future of regulation in adult social care

Avnish Goyal, chair of Hallmark Care Homes and chair of Care England, highlights some of the key issues that face care providers and the responses of the Care Quality Commission (CQC) as discussed with new CEO Ian Trenholm and Martin Green, CEO of Care England

The year 2018 was a challenging one for the Care Quality Commission (CQC); former CEO Sir David Behan resigned to become chair of Health Education England, while Andrea Sutcliffe, chief inspector of adult social care, left the organisation to join the Nursing and Midwifery Council (NMC) as the new chief executive and registrar. 

I attended Sutcliffe’s leaving do in December 2017 and despite all the challenges that care providers have faced and continue to face in relation to regulation, I was heartened to see that there was so much positivity in the room as a result of the differences that she had made during her five years at the CQC. 

While we all have our own opinions about how the regulator should operate, there was no doubting Sutcliffe’s commitment and dedication to supporting the sector, speaking at conferences up and down the country, sometimes with two or three engagements in one day, as she advised and informed care providers and put herself on the front line. We await the appointment of the new chief inspector of adult social care and can only hope that it is someone who is as dedicated as she was and seeks to maintain a similar relationship with the sector.
